The Outpost Leader Advancement Levels (OLAL) process represents a comprehensive system of adult leader training, combining both district and national training events to equip leaders with the skills they need to be an effective leader in the local outpost. The OLAL process includes four levels of training that provides leaders with a complete knowledge of the tools and resources available to them and their outpost.
Completion of all four levels up through the Advanced Level also allows a Group Leader in the outpost to become eligible for the Medal of Excellence if they mentor a boy to achieve the highest award within his age group. It also enables a leader to pursue opportunities in Royal Rangers outside of service in their outpost, such as Organizational Leadership Training to serve in ministry or on organizational staff, and Instructor Training to attain certification to teach and equip other leaders.
Each training level requires the completion of specified training events as well as practical application requirements, know as a "training ticket". Requirements for the training ticket are completed by the leader on his own after the related training event. It is recommend that these requirements be completed within six months of the completion of the event.
The training events related to each level may be taken in any order but the training levels must be earned sequentially. The one exception is that either the Ready or Safety levels may be completed first.
Ready Level
In order to achieve the Ready level, leaders must meet the following requirements.
- Complete the Ranger Foundations training course (or the former Ranger Basics course if completed before 12/31/2020).
- Complete the Ranger Essentials training course.
- Satisfy the following requirements for the Ready Ticket:
- Personally present the gospel to at least one boy.
- Participate in conducting group meetings and activities for at least three months.
- Read the book "Maximized Manhood" by Edwin Louis Cole. (Female RR Leaders may choose to read "Unique Woman" by Dr. Edwin Louis Cole & Nancy Cole.)
- Submit a Ready Level Application to the national Royal Rangers office for approval & processing. This application must be signed by your District Director or District Training Coordinator before submitting.
Safety Level
In order to achieve the Safety level, leaders must meet the following requirements.
- Complete the Ranger Safety online training course. (Previous Ranger Safety online or classroom training courses offered and completed prior to December 31, 2020 cannot be accepted, as all Royal Rangers leaders must complete the current Ranger Safety training officially launched on May 5, 2021.)
- Complete a First Aid / CPR course through the American Red Cross, American Heart Association, or any other nationally recognized provider organization. The course must include demonstration and evaluation of the skills learned in a practical exercise in front of a live instructor. The American Red Cross online First Aid / CPR course at redcross.org has been approved for this requirement if a live course is not available or cannot be conveniently scheduled. (PLEASE NOTE: The American Red Cross online course is the only online First Aid/CPR training that has been vetted and approved by National Royal Rangers - no other online course is acceptable for this requirement.)
- Satisfy the following requirement for the Safety Ticket:
- Plan and conduct an outpost activity with the help of junior leaders with a focus on applicable safety measures.
- Submit a Safety Level Application to the national Royal Rangers office for approval & processing. This application must be signed by your District Director or District Training Coordinator before submitting.
Trained Level
In order to achieve the Trained level, leaders must meet the following requirements.
- Attend and complete ONE of the following national training events:
- Satisfy the following requirements for the Trained Ticket:
- Personally present the gospel to at least one boy. [NOTE: This should be a recent presentation to demonstrate that you have done this continuously over your time of service as a Royal Rangers leader, and should be a different presentation than the one listed for the Ready level.]
- Participate in teaching and/or facilitating the instruction of a leadership merit and its correlating service/ministry project. Ranger Kids leaders may substitute a service project using the patrol system as it applies to their group.
- Submit a Trained Level Application to the national Royal Rangers office for approval & processing.
Advanced Level
In order to achieve the Advanced level, leaders must meet the following requirements.
- Attend and complete a World Class Outpost (WCO) seminar.
- Complete any two Continuous Learning Elective (CLE) courses of at least 2 hours in length, OR attend or serve at two Action Camps held within the last 3 years. CLE's may take the form of classes offered by your district or official Royal Rangers Online Training courses. Service within the last 3 years at two different Junior Training events can also be accepted for this requirement if you have not had an opportunity to complete a CLE course or attend or serve at an Action Camp. - Satisfy the following requirements for the Advanced Ticket:
- Personally present the gospel to at least one boy. [NOTE: This should be a recent presentation to demonstrate that you have done this continuously over your time of service as a Royal Rangers leader, and should be a different presentation than the ones listed for the Ready and Trained levels.]
- Following pastoral guidance, get an adult new to Royal Rangers involved in leadership or service
- Submit an Advanced Level Application to the national Royal Rangers office for approval & processing. This application must be signed by your District Director or District Training Coordinator before submitting.
